Railway Tariffs in Russia May Increase Starting in December

The Federal Antimonopoly Service (FAS) has developed a draft plan for railway tariff adjustments that will take effect on December 1, 2024. According to the plan, freight rates will increase by 13.8% starting in December, with additional hikes planned for certain types of cargo and empty wagon mileage beginning in January 2025.
Funds from the increased tariffs are expected to go toward infrastructure improvements, particularly for railway access to ports and border crossings in the Far East. As of January 1, 2025, container and construction material transport rates may rise by an additional 5%, and empty mileage rates for universal wagons could see a 10% increase. These changes are intended to finance network modernization and expansion to meet the demands of growing freight volumes.
Meanwhile, Russian Railways (RZD) has reported that recent measures to reduce the surplus of railcars have improved turnaround times and overall network productivity. However, rolling stock operators caution about potential challenges, such as port congestion and rising car rental costs.
