CTP does not shine a discount for localization

The Commission of the Government of the Russian Federation on legislative activity did not support the bill of Senator Andrey Kutepov, which proposes to reduce the cost of CTP for Russian cars, depending on the level of localization of vehicle production in the territory of the Russian Federation. TASS refers to the draft conclusion of the Cabinet of Ministers.

Thus, the insurance tariff (insurance premium ) under the CTP contract should be determined based on the level of risk inherent in this contract. The change of individual values of the base rates of the insurance tariff or the insurance tariff coefficient, depending on the level of localization of the production of the vehicle, is possible if the specified level has a statistically significant impact on the potential amount of damage caused and the probability of harm caused when using the vehicle. At the same time, there is no information about the relationship between the level of localization and the harm caused in the accompanying materials to the bill.

In addition, the draft law does not comply with the Treaty on the Eurasian Economic Union, since it does not provide for the extension of the methodology for calculating the values of the base rates of insurance tariffs depending on the level of localization of vehicle production to products from other member states of the Eurasian Economic Union.
