Mandatory Navigation Seals Between Russia and Belarus to Launch in 2025

While the implementation of mandatory freight transportation under navigation seals across the Eurasian Economic Union (EAEU) has faced delays, Russia and Belarus have decided to adopt this system bilaterally. A decree outlining the requirements was published on the Union State Information and Analytical Portal, with enforcement set for January 27, 2025.
The navigation seals will be mandatory for the transportation of specific goods, including alcoholic beverages, tobacco products, hazardous materials, certain clothing and footwear items, monitors, projectors, and other electronic devices.
The EAEU agreement on mandatory use of electronic navigation seals for certain goods during road and rail transport was officially enacted on April 3, 2023. Although it was initially expected to be implemented earlier this year, the mechanism remains inactive despite all regulatory documents being finalized.
Faced with this uncertainty, Russia and Belarus have opted to launch the system independently. According to the decree, navigation seals will be required for certain types of imported goods transported between the two countries starting in January 2025.
Goods Requiring Navigation Seals Include:
• Alcoholic beverages (Customs codes: 2203 00, 2204, 2205, 2206 00, 2207, 2208)
• Tobacco and nicotine-containing products (Customs codes: 2401, 2402, 2403, 2404)
• Hazardous materials under customs transit procedures in Belarus
• Clothing (Customs codes: 4303, 6101-6106, 6110)
• Footwear (Customs codes: 6401-6405)
• Mobile phones (Customs code: 8517)
• Audio recording and playback equipment (Customs code: 8519)
• Video recording and playback equipment (Customs code: 8521)
• Radio broadcasting and television equipment (Customs codes: 8525, 8526, 8527)
• Monitors and projectors (Customs code: 8528)
Navigation seals will be applied when goods enter Russia or Belarus from third countries. The use of these devices will incur additional fees:
In Belarus:
• Seal installation: 10 base units
• Monitoring within Belarus: 3 base units
• Seal removal: 6 base units
(Current base unit value: 40 Belarusian rubles, increasing to 42 rubles on January 1, 2025)
In Russia:
• Seal installation: 1,960 rubles
• Online monitoring: 4,000 rubles per day
• Seal removal: 1,594 rubles
National seal operators will oversee the process. In Belarus, this is “Beltamozhservice,” while in Russia, it is the “Center for the Development of Digital Platforms.”
This bilateral initiative will remain in effect until the EAEU-wide navigation seal system becomes operational. At that point, the regulations will extend to all member countries.
